NG9-1-1 Communications Centre System RFP Timmins Police Service hereafter referred to as the “Customer” or “TPS”, is seeking a qualified and experienced Proponent to provide a Next Generation 9-1-1 (NG9-1-1) ready Communications System, hereafter referred to as the “System”, that will be used to process, answer and direct all applicable calls placed to the 9-1-1 emergency number. The system should follow NENA i3 NG9-1-1 specifications as used in Canada, per CRTC directives. The Timmins Police Service Communication Emergency Response Bureau (CERB) is a state-of-the-art, 7,000 square foot communications center located within the Timmins Police Service headquarters at 185 Spruce St. South Timmins. Timmins Police Service headquarters was built in 2007. The CERB is the Primary Public Safety Answering Point for 15 communities within the Cochrane and Temiskaming Districts. The CERB provides dispatch services for the City of Timmins Police Service and surrounding 29 townships. The Timmins Police Service is in partnership with the Ministry of Health and Long-Term Care to host the Timmins Central Ambulance Communication Centre within the CERB, providing emergency call taking and dispatching for 15 communities in the Northeast region of Ontario, including the James Bay Coast. The CERB currently provides 24-hour fire dispatching services for the City of Timmins as well as fire dispatch contracts with 14 communities in the Northeast Region. This Communications Centre is the central hub for call taking in the Cochrane District and parts of the Temiskaming District, with dispatchers taking fire and ambulance calls from neighboring communities as well as the James Bay coast. The CERB is the only Communication Centre that serves as a 9-1-1 PSAP as well as providing emergency dispatching for Police, Fire and EMS Services in this region. The Timmins Police Communications and Dispatch Centre endeavours to implement a proposed solution set that incorporates a “single pane of glass” methodology with regards to functioning within its communications ecosystem. Interoperability and integration should be within the DNA of proposed solution and lend itself to the growing digital transformation that the Timmins Police Service is undertaking. While making the most of the current technology installed with the Communications Centre, the proposed solution set will offer best of breed functionality and lend itself to evolve as the landscape of NG9-1-1 evolves, grows and matures. Proponents’ shall provide their individual solution(s) and products configured in a manner to meet Canadian CRTC directives, and be consistent with the latest NG9-1-1 recommendations (I3) of the National Emergency Number Association (NENA) and the Association of Public Safety Communications Officials (APCO). Confidential/Legal Considerations: By downloading the bid documents, the potential bidder warrants that the information contained in its bid submission does not infringe any patents, intellectual property rights, copyright, trademarks, technology rights of any third party and agrees to defend the City of Timmins/Timmins Police Services (CoT/TPS) at the Bidder’s own expense, in all suits, actions or proceedings in which the CoT/TPS is made a Defendant for actual or alleged infringement of any Canadian or foreign letters patent, intellectual property rights, copyright, trademarks, technology rights or any other related rights to the above resulting from the CoT/TPS contractual relationship with the Successful Bidder and the Bidder’s use of any or all technologies, methodologies, and strategies in providing the services required herein. The Bidder agrees that they will respect the confidential and property rights of CoT/TPS and FOX GROUP, and will not distribute or share the contents of any of the RFP document(s) or any other supporting information that makes up part of their bid without written permission of both parties. Instruction to Bidder: As a manufacturer and supplier of communications and information technology services, this RFP is an invitation to submit a solution with your firm and their designated representative in the response package. Manufacturers cannot submit similar solutions from multiple vendor representatives. If there are multiple vendor elements required to complete your proposed solution, authorization and supporting response material will be required for each separate element. Each manufacturer must select the appropriate dealer or channel to represent their proposed solution and future support and maintenance requirements.
